Current situation of international terrorism
| 【ISIL and AQ】 Although ISIL(Islamic State of Iraq and Levant) experienced setbacks in the military aspect in the area over Iraq and Syria, it still has called for terrorist attack through Internet, using easily-obtainable weapons like vehicles or knives. In fact, the act of terrorism by the people influenced under extremism has occured in Western countries. Meanwhile, AQ(Al-Qaeda) related-groups in Middle east, Africa and South-western Asia have conducted a terrorist activity targeting local government and security agency, and called for the act of terror in Western countries through online magazine. 【Threat of international terrorism for our country】 Japanese people and our interests overseas are actually targeted and damaged by terrorist attack. We are concerned that Japanese national might be involved in the case of terrorism or abduction. ISIL repeatedly claims through online magazine that Japan and Japanese national are the target of their attack. Furthermore, according to the statement by AQ leadership cadre who is now detained in U.S., it becomes clear that he involved the plan to attack U.S.embassy in our country. In Japan, many U.S. related-interests including U.S.military base exsist. Even in our country, threat of terrorism by Islamic extremism has becoming reality. 【The threat of home-grown-terrorists】 In Western countries, many cases have been caused by home-grown-terrorist. They are propagated and become radical through Internet by ISIL and AQ. They have conducted the act of terror against interests in their own countries or in the countries where Islamic extremism has targeted for. Under corona virus situation, Islamic extremism organization praises the act of terror using knives or vehicle and calls for more attack. We can not deny the possibility of terrorist attack in Japan by the people influenced under the extremism of ISIL and AQrelated-groups. |
Request to Hokkaido residents
| Measures against terror are not enough if it is done only by police. It
would be desireable for police, relevant organization, private business
operator and people in a community to cooperate together and promote these
measures. To protect people from terrorism and make realize "Hokkaido, safe place to live", Hokkaido Prefectural Police promotes measures to prevent international terrorism, such as:,
