- To build the system for a malicious person can not stay at a hotel or contract an apartment, etc. in another person’s name
- To crack down the system for providing counterfeit identification or driver’s license for non-Japanese to enter or stay in Japan illegally
- To crack down the financial system or underground bank facilitating money laundering
