Person who may apply

　Police certificate (hereinafter referred to as “Certificate”) may be applied by a person who falls under any of the following items, and is requested to submit by a foreign authority for overseas travel.

• A person who is registered as a resident in Hokkaido
• A person who currently lives outside Japan, and has had residential registration or alien registration in Hokkaido immediately before leaving Japan

　We may not be able to immediately accept the request for certain country to submit or reason for request. It is recommended to inquire us beforehand.
　The applicant him/herself must come for application. A proxy may not apply.

　A person whose residential registration or alien registration is in another prefecture should inquire the police headquarters of the prefecture.

　If a person whose registration is in another prefecture wish to apply in Hokkaido, inquire us beforehand.

Necessary items for application

For a person whose residential registration is in Hokkaido

1. Valid passport
2. Official documents which prove the necessity of issuance of the Certificate
3. Certificate to identify the applicant (Any of the following)
   ・Driver’s license
   ・Basic resident registration card
   ・Certificate of residence (issued within 6 months)
   ・Certificate of items entered in the certificate of residence (issued within 6 months)
   ・Residence card
   ・Special permanent resident certificate

　If it is impossible to present the documents mentioned above, inquire us beforehand.

For a person who currently lives outside Japan, and has had residential registration or alien registration in Hokkaido immediately before leaving Japan

1. Valid passport
2. Official documents which prove the necessity of issuance of the Certificate
3. Documents which prove the current address (e.g. foreign driver’s license, postal mail for the applicant,etc.)
4. Official documents which prove the residency or alien registration in Hokkaido (Any of the following)
   ・Certificate of items removed (Johyo) in the certificate of residence (issued within 6 months)
   ・Address history attached (Fuhyo) to the family register (issued within 6 months)

　If it is impossible to present the documents mentioned above, inquire us beforehand.

　　Handling fee is free.

Opening hours

From 8:45 a.m. to 5:00 p.m. on weekdays (from Monday to Friday)

　We are closed on Saturdays, Sundays, National holidays, Substitute holidays and days from December 29 to January 3.

Issuance of the Certificate

　Issuance of the Certificate needs apploximately10 days after the application.
　The applicant him/herself or the proxy who obtains the power of attorney may receive the Certificate.

　Certificate may not be mailed.

Other information

　Those who live outside Japan may apply for the Certificate at Japanese Embassy or Consulate, but it takes approximately 3 months to issue.

Place of application (Inquiry contact)

　An applicant may apply or inquire for the Certificate at the police headquarters or the area headquarters which has the jurisdiction over:

• Municipality of residential registration
• Municipality of alien registration

Inquiry concerning the application

　Explanation will be made in Japanese. If the applicant him/herself has difficulty in Japanese conversation, a proxy who can speak Japanese should make an inquiry.
