Hokkaido Prefectural Public Safety Commission

What is Public Safety Commission?
 Public Safety Commission is a council constituted of representatives of people’s conscience, and is established for securing democratic operation and political neutrality of police.
 Hokkaido Prefectural Public Safety Commission is established under the jurisdiction of Governor of Hokkaido, and supervises Hokkaido Prefectural Police. Area Public Safety Commissions supervise Area Police Headquarters.
Organization of Public Safety Commission
 Hokkaido Prefectural Public Safety Commission is organized by three members being appointed by Governor of Hokkaido with the consent of Hokkaido prefectural assembly and two members being appointed by Governor of Hokkaido, who have been recommended by Sapporo Mayor with the consent of Sapporo city assembly.
 Hakodate, Asahikawa, Kushiro and Kitami Area Public Safety Commissions are organized by three members respectively, who are appointed by Governor of Hokkaido with the consent of Hokkaido prefectural assembly.
Regular Conference of Public Safety Commission
Hokkaido Prefectural Public Safety Commission is convened once a week, and reported by Hokkaido Prefectural Police about police administrative policy and timely issues, such as:
 ・Basic principle, basic policy of Hokkaido Prefectural Police, and other important matters concerning organizational operation
 ・Matters concerning personnel, budget, final accounts, and organizational operation
 ・Matters concerning police misconduct
 ・Matters concerning investigative situation of severe and felonious crimes
 ・Matters concerning preventing measures of fatal traffic accidents and juvenile delinquency
 Hokkaido Prefectural Public Safety Commission receives the detailed report of contents and correspondence of the requests, comments and complaints from the residents, then deliberates them and presents the necessary suggestion.
