To build a crime-resistant society

 If social systems or foundations that support criminal activities are established in society, they become threats to social safety.
 The police are working hard to suppress those systems and foundations, in cooperation with other public-sector organizations and the private sector.

For example:
 To create environments where it is extremely difficult for criminals to buy cell phones or to open bank accounts in the name of someone else.
 To create environments where it is extremely difficult for criminals to get accommodations or to reside in the name of someone else.
 To crack down on forgery of driver's licenses or IDs, and on the provision of such to people who would use them to illegally enter Japan or to illegally stay in Japan.
 To crack down on underground banks or financial systems that assist money laundering.

 The police are stepping up measures to crack down those illegal activities and to shed light on those activities.
